Abstract

We propose a new class of metamaterials characterized by moderate-index inclusions and low average permittivity. We show, by first-principles, that first and second order spatial dispersions may exhibit  a dramatic and non-resonant enhancement and may become comparable with the local response. Such unusual competition supports a novel dispersion regime configuration featuring bound and disconnected isofrequency contours. Since the considered metamaterials do not rely on high-index inclusions, they may suggest novel strategies for optical manipulation and steering.
